This week has been another incredible week in the world of AI. Google continued to make strides with new developments and prompts created by Nano Banana, among others. It also released an Open Source AI Agents Payments Protocol (AP2), developed in collaboration with Coinbase, the Ethereum Foundation, and over 60 partners. This indicates that Google is positioning itself in its usual role as the intermediary between users and value. And what this means? Basically it means that a payment from AI Agent to an AI Agent is now becoming possible!

A goverment AI assistant named Diella, that was only a digital clerk on the e-Albania portal, has been upgraded to a Minister in Albania, tasked with public procurement.

Prime Minister Edi Rama has introduced the first "virtual minister," a modern approach to combating corruption, which is most prevalent in public procurement in Albania. How this will work out remains to be seen, but the amount of PR that Albania has generated from this move is significant.

Diella, on the other hand, is a GPT-style interface connected to government backend systems. By September 2025, it had assisted with more than 36,600 documents and nearly 1,000 services. Whether algorithms can run a ministry remains to be seen, but if this proves to be an efficient solution, democracy may be the next frontier for AI to explore.

In a recent interview for a tech media in North Macedonia, the Ministry of Digital Transformation which was established last year, Minister Stefan Andonovski talked about a few projects that the ministry is working on, including document management system, the mobile digital wallet application, the new cybersecurity strategy and how Macedonia views artificial intelligence. Compared to Albania that appointed an AI as a Minister, Andonovski said that decisions should be made by real people and that algorithms can never replace that.

“In the National ICT Strategy there is a pillar for new technologies and artificial intelligence, and the goal is for the first time to have an action strategic framework for what we do with AI in the short, medium and long term. Here we will generate systemic projects, identify their shortcomings and only then will we start regulating, of course if it proves necessary”.

The Minister confirmed that they are working on an open source Macedonian LLM, as well as in training public administration staff in using AI, through the European Digital Innovation Hub.

Kosovo is advancing its digital transformation with two key new procurements under the Strengthening Digital Governance for Service Delivery project, financed by the World Bank.

As announced on Linkedin by Lulzon Jagxhiu, Advisor to the Primeminister for IT/CTO, one of the projects is eKosova 2.0, where a major upgrade to the eKosova Portal is planned, adding 400 new electronic services by 2028, with AI-powered personalized features, enhanced design, security, and performance.

The other one is related to the WoG Platform: A centralized, role-based Whole-of-Government platform for planning, management, and reporting, integrating key government systems to improve coordination and data-driven decision-making. Both proposals are due by October 6, 2025. Qualified companies are encouraged to apply. Details and procurement notices at the World Bank website.
